Employment Type: MPP - this position is part of the California State University Management Personnel Plan (MPP). No tenure or permanent status can be achieved within the MPP.

Salary Range: Hiring salary is budgeted at $12,917 - $13,750 per month commensurate with education and experience

Position Summary: Reporting to the Vice President of Administration & Finance, the Chief Information Officer (CIO) is responsible for developing and executing university-wide IT strategy, advising, and collaborating with high-level executive areas, and ensuring its alignment with California State University (CSU) and California State University Maritime Academy's (Cal Maritime) missions and strategic plans. The CIO leverages current knowledge and future vision in information and technology for business model design, business processes re-engineering, service architecture, and support for the academic mission of the university.

The CIO will have a history of strong, innovative leadership and a demonstrated track record in planning and executing in academic and/or research environments. The CIO will develop measurable performance criteria to address core metrics relating to cost, service, efficiency, and quality. The CIO will possess the ability to energize, influence, and build accountability through effective communication and the fostering of productive, supportive working relationships throughout all levels of the organization. The CIO will be skilled in vendor/contractor negotiation and procurement and will possess budgeting and financial acumen, project management, leadership, and communication skills.

The CIO will provide leadership, vision, and oversight for information systems and technology with a focus on service excellence, quality, efficiency, and academic integration with overall responsibility for the direction, coordination, and management of all IT business functions. The CIO will be expected to build strong and supportive collegial relationships to develop and execute IT strategies.

The CIO will develop a high-performance, high-accountability IT team and infrastructure to ensure the department delivers service excellence, provides strategic value, and optimizes the capabilities of information systems and technologies across the entire university

About California State University Maritime Academy:

Established in 1929, California State University Maritime Academy, a campus of the California State University, is the only degree-granting maritime academy on the West Coast. Located on the scenic Vallejo waterfront, the campus serves a student population of approximately 1000 undergraduates and 50 graduate students.

Cal Maritime offers seven baccalaureate degrees in Business Administration, Global Studies and Maritime Affairs, Facilities Engineering Technology, Marine Engineering Technology, Mechanical Engineering, Marine Transportation and Oceanography. The undergraduate curriculum includes licensing programs for future merchant marine, coast guard and naval reserve officers. Cal Maritime also offers a Master of Science in Transportation and Engineering Management degree, as well as a number of extended learning programs and courses.

Major Responsibilities:

Leadership
  • Provides leadership and accountability for the university's IT department performance and activities; improves university IT competencies and overall IT efficiency
  • Engages in ongoing communication with university leadership to identify IT products and services that can directly and indirectly improve university functions/programs, operational efficiency, and major initiatives
  • Leads, manages, and coaches the IT team to achieve the departmental and university strategic objectives
  • Establishes, implements, and monitors university IT strategies to meet short and long-range goals, objectives, policies, and appropriate operating procedures
  • Partners with university leadership and department stakeholders to ensure that the university's technology strategies are aligned and coordinated with client department and university plans and objectives; collaborates with the university's All-IT Governance Committee
  • Develops the university's IT department business plan; manages and controls department operational budget and expenditures
  • Educates university leadership and client stakeholders about current and anticipated IT technologies, trends, opportunities, and risks/threats
  • Links and applies complex technologies to university business strategies in an environment of university, enrollment, and programmatic growth
  • Leads and manages the university's physical IT infrastructure and university-wide application s, including the university's network and datacenter, ERP management and support, desktop management and telecommunications
Innovation
  • Keeps abreast of evolving academic, research and business priorities and goals to ensure university IT functions are being provided in a manner consistent with industry best practices
  • Continuous business process analysis and redesign
  • Develops and conveys a clear vision; gives a fresh perspective on innovation
  • Remote learning is an important growth area for American universities. The CIO will contribute to academic dialog and planning concerning how remote learning is or can be applicable, implemented, and effective in supporting Cal Maritime's mission and achieving the university's strategic objectives
Security
  • Develops and enforces policy and procedures to ensure the protection of the university's IT assets and the integrity, privacy and confidentiality of information entrusted to or maintained by the university
  • Educates and provides best practices and expertise in FERPA, HIPAA and data security
  • Establishes and oversees enterprise-wide technology policies, standards, procedures, and guidelines to prevent the unauthorized use, release, modification, or destruction of data
Data
  • Represents Cal Maritime with respect to CSU data warehouse programs and initiatives
  • Supports university leadership and other campus stakeholder efforts to identify, develop and deploy IT strategies and tools to strengthen the university's data analytics
  • Provides knowledge and technology support for academic, research, cadet services, marine, advancement, and finance programs, analytics and reporting
  • Ensures appropriate IT emergency management and disaster recovery planning in support of the university's strategic priority to maintain business continuity during and after emergencies and disasters
  • Keeps university leadership informed and apprised of the university's use and scope of data, as appropriate.
Required Qualifications:
  • Education: Bachelor's degree in Computer Science, Information Systems, Engineering, or equivalent is required
  • 10 or more years of progressive experience in enterprise-wide information technology
  • 5 or more years of progressively responsible management experience
  • Demonstrated experience in IT strategic planning, organization design and development, including successful program and initiative development and execution of in support of enterprise mission
  • Demonstrated record of innovation and success providing academic technology and/or research support services aligned with academic and/or research goals.
  • Demonstrated ability to build consensus and positive relationships built on trust, predictability, and communication
  • Demonstrated effective, collaborative leadership and management (project and employee) styles effectively incorporating organizational, analytical, and decision-making skills - including development and communication of an IT vision that inspires and motivates teams and aligns to the business strategy
  • Demonstrated strong understanding of Satellite Communication Systems
  • Demonstrated excellent written, verbal, visual, presentation and interpersonal communication skills - including demonstrated ability to communicate complex technical information to technical and non-technical audiences

Preferred Qualifications:
  • Master's Degree in position-related field preferred
  • Demonstrated experience managing shipboard, marine IT and communication operations, including emergency management and disaster recovery
  • Demonstrated experience managing Amazon Web Services and Azure cloud solutions
  • Demonstrated experience managing networking equipment such as Palo Alto Firewalls, ALU Switches, HP WIFI etc.
  • Higher education work experience, with particular value placed on public higher education work experience
