About the Opportunity

This position works with minimal supervision, to support the daily operations in Payroll. The incumbent will process incoming requests for salary approvals, new element entries, termination payouts, tax form changes and employee direct deposit information. This position works closely with Shared Services, University departments and regional campuses to ensure the proper payment to all employees. This position reports directly to the Assistant Director of Payroll.

This position is fully remote. Travel to the WVU Campus may need to occur based organizational needs throughout the year.

What You'll Do

Responsible for the accurate and timely submission of payroll related forms from the Shared Services Center, University departments and regional campuses. Incumbent is responsible for the accurate and timely entry of payroll data in Oracle using various technology methods.

  • Verify and approve salary changes in Oracle based on documentation received and are in accordance with University, state and/or federal policies and procedures.
  • Calculates final payment owed to terminating employees and ensures payroll related voluntary deductions are ended on the appropriate date.
  • Responsible for the collection of outstanding No Hardship Payments. Counsels terminating employees on various options to ensure full repayment is received.
  • Identifies and calculates pay adjustments/corrections related to previous errors or retroactive changes.
  • Process additional pay elements for students, faculty and staff received on element entry forms and spreadsheets.
  • Calculates gross to net overpayments for employees who have been overpaid. This includes using PayBreeze software to calculate taxes and manual calculations for percentage-based deductions.
  • Process credit card payments from employees using TouchNet software for overpayments. Create unique web links using predefined templates to send employees to make secure credit card payments. Verify the payment is processed for the correct amount and data is forwarded to Tax Services to update employee balances.
  • Accurately key employee direct deposit information in Oracle. This includes attaching employee forms to documents of record for review and final approval by the State Auditor's Office. Must adhere to all policies and procedures set forth by the State Auditor's Office or employees will not receive payment. Direct deposit is mandatory for all employees.
  • Assist with the calculation and processing of correction checks requested in emergency situations for employees. This includes entering and/or releasing the ACH payment in Huntington Bank.
  • Communicates daily with the Shared Services Center, University departments, regional campuses, faculty, staff and/or students to resolve problems and provides guidance on how to resolve problems for proper payment to employees. Problems encountered are often unusual, varied and complex. Information presented may be incomplete or conflicting and requires a high level of critical thinking.
  • Complete employee verifications received from banks, government agencies or other external entities. Verifications must be completed timely and accurately. Submission includes on-line verifications, phone calls and letters upon request.
  • Serves as backup for processing of PEIA invoices through WVU Marketplace. Delay of payment could result in approximately 6000 employees not having health coverage.
  • Maintains and submits vendor check spreadsheet and reconciliation. Spreadsheet is used to process vendor payments within Huntington Bank for payment to external payroll vendors and repayment of correction check account.
  • Creates miscellaneous receipts sent to Shared Services Center for physical check returns received and vendor payments.

AssistBusiness Manager with RC payroll transactions, including, but may not be limited to:

  • Onboard and key new hire employees in third-party payroll system. Understands employment eligibility and hiring practices set forth by the Research Corporation, state and federal agencies.
  • Ensures all timesheets and leave records are correct and approved.
  • Verify all employee changes after keying is complete in third-party payroll system for direct deposit, tax forms, salary updates and position and other changes as needed.

  • Bachelor's degree in accounting, finance or closely related academic discipline, plus 2-3 years of related, progressive experience; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
  • A minimum of two (2) years of general payroll accounting/HR related experience.
  • A minimum of two (2) years of experience in fast paced and high-volume automated environment which includes communication with a broad variety of external parties preferred. Work experience must provide the individual with knowledge of payroll processes, strong computer skills, strong written and oral communication skills and understanding of general business practice standards.
  • Demonstrated ability to maintain confidentiality.
  • Analytical ability to understand, interpret and apply State, University, and Federal policies and procedures.
  • Demonstrated ability to use various desktop software products such as MS Word, Excel, Access and Power Point.
  • Strong mathematical skills and demonstrated ability to perform varied financial calculations.
  • Ability to draw logical conclusions, organizes information, perform financial calculations and prepare financial reports. Understand and manage budgets.
  • Ability to quickly learn the University accounting system and understand the modules integration.
  • Strong oral and written communications to work with all internal and external contacts.
  • Ability to establish and maintain effective relationships and deal tactfully with departments, organizational units, related programs and external agencies.
  • Demonstrated ability to work independently and manage multiple, competing projects.
  • Demonstrated knowledge of payroll accounting and payroll processes may be preferred.
