Job Description Summary

Provides direct supervision of the WIOA Case Manager and the Career Navigator. Provides oversight of all NC Works Career CenterAsheville skills development programs and services. Serves on the VP’s Leadership Team and with the local NC Works teammembers to ensure communications and procedural, budgeting, or daily service issues are addressed. Provides recommendationson processes that best facilitate delivery of services to all customers with a focus on skill development. Serves as a resource tocustomers by conducting initial assessments to identify skill development services available to assist with career opportunities.Provides information on work opportunities, creates plans to build skills to meet those opportunities, and assists customers bymaking referrals to skill-building workshops and individual training programs. Provides outreach on WIOA Title I job trainingprograms and financial assistance for classroom training. Determines program eligibility takes applications and enrolls eligibleindividuals meeting program guidelines in WIOA Title I training. Train other WIOA Caseworkers and provide oversight for budgetand performance outcomes. This position works primarily out of the NCWorks Center with some interactions and representation atthe A-B Tech Campus and other locations in the community in order to build relationships.


1. Provides oversight for all Career Center skills development programs and activities.2. Works closely with the A-B Tech staff to market training programs, as well as reaching enrollment and performance measuregoals, and works internally to partner with other programs like STEP and Goodwill.3. Works with the MAWDB staff to ensure compliance and consistency of funding requirements.4. Determines WIOA Title I program eligibility, takes applications and enrolls eligible individuals meeting program guidelines inWIOA Title I training.5. Enters all WIOA Title I eligibility, application, and enrollment information required in Gathers all documentationrequired before and during program participation and either stores or submits as required by state and federal guidelines.6. Provides case management for WIOA Title I participants including support during completion of training, job search, and jobplacement assistance, and career development advising.7. Manages client accounts so that training monies are evenly disbursed throughout the training time and maintain WIOA Title Istudent expense workbook to track expenditures each semester. Provides oversight of training budget and performanceoutcomes. Recommends budget adjustments.8. Represents the NC Works Career Center and articulates the available services to the public. (i.e.. job fairs, rapid responsemeetings, lay-off meetings, agency fairs, etc.).9. Contributes to the College Vision, Mission, Values, and RISE statement.10. Supports workforce diversity in all its aspects.11. Performs other duties as assigned.

Minimum Requirements (Applicant must meet all of the minimum requirements)

1. Bachelor’s degree;2. Three years of full-time or equivalent Case Manager experience with Workforce Investment Act, Wagner- Peyser, Unemployment Insurance, RES, Veterans, Employer Services, Trade Act services and/or other related employment and training programs;3. Three years of full-time or equivalent experience with career development and job search skills advising;4. Experience in developing and presenting employment and training workshops as well as planning, marketing, and implementing employment and training programs;5. Two years of full-time or equivalent supervisory experience;

Preferred Qualifications

1. Master’s degree;2. Experience planning and implementing career development programs which include assessment, career exploration and decision making, job-seeking skills training and referral to occupational training;3. Five years of full-time or equivalent Case Manager experience with the Workforce Innovation and Opportunity Act;4. Five years of full-time or equivalent experience in an NC Works Career Center;5. Five years of full-time or equivalent experience with career development and job search skills advising;6.Proficiency in a foreign language such as Spanish, an East Slavic language, and/or American Sign Language;

Your total compensation goes beyond this maximum salary. Your A-B Tech benefits represent nearly 30% of your total compensation. The total compensation for this position includes an 21.68% employer contribution to a defined pension plan, contributions towards medical and dental policies and fully funded life insurance / accidental death & dismemberment policy.
