Job Description

The Virginia Tech Transportation Institute has an opening for a Proposal Coordinator. This position will report to the VTTI Proposal Manager. The Virginia Tech Transportation Institute (VTTI) conducts research to save lives, time, and money and protect the environment. As one of six premier research institutes created by Virginia Tech to answer national challenges, VTTI is continually advancing transportation through innovation and has affected public policy on national and international levels.

Key Responsibilities:

  • The Proposal Coordinator will guide day-to-day operations of the VTTI Pre-Award Team and provide high level organization with regard to proposal development activities, team communications, training needs, and tracking proposals and funding opportunities.
  • The selected candidate will be responsible for these key elements:
  • Take part in the development and maintaining of the proposal schedule to ensure response plans account for requirements and other existing deadlines and to monitor for resource balancing.
  • Conduct proposal kickoff meetings.
  • Maintain proposal files, templates, and resources.
  • Collaborate with Grants Specialists, OSP, and other stakeholders to manage multiple proposal tasks and support proposal operations activities.
  • Interpret technical and management requirements of solicitations.
  • Coordinate and facilitate the proposal process from inception to timely submission. Work with faculty, internal team and OSP to prepare accurate, thorough, and timely responses and submissions to solicitations.
  • Develop compliant, responsive, and accurate cost/business volumes.
  • Coordinate with faculty, OSP and perspective sponsors on pre-award matters.
  • Provide guidance regarding federal and university policies and procedures, and sponsor requirements.
  • Responsible for oversight of RFP or solicitation review and compliance from all contributing parties.
  • Practice quality budget development as required by the Federal Uniform Administrative Requirements, Cost Principles, and Audit Requirements (2 CFR 200)
  • Perform other related duties as assigned.

Required Qualifications

  • A Master's degree in Public or Business Administration, finance, or related field(s) with exception for lesser degree and commensurate experience.
  • Well-organized and detail-oriented with excellent communication skills.
  • Ability to manage multiple and competing deadlines.
  • Experience building tools, processes, and strategies to facilitate efficient and effective proposal development and submission.
  • Knowledge of federal and non-federal regulations and guidelines, cost principles, and uniform administrative requirements for grants and contracts.
  • Strong experience with office software packages.
  • Demonstrated practical experience in interpretation and application of research policies and procedures

Preferred Qualifications

  • Related professional certification (e.g. CRA, CPA, CMA).
  • Experience in budget development and management.
  • Working knowledge of the federal government procurement process and/or a background in university research administration.
