The Associate Director for College Access Programs provides operational oversight, management, and supervision of all college access programs in the Equity Diversity and Inclusion College Access, Retention and Engagement Services (EDI CARES) division. EDI CARES division is the lighthouse to several Department of Education federal grants and programs:
TRIO Programs: Student Support Services, Talent Search, Upward Bound
Asian American Native American Pacific Islander Serving Institutions (AANAPISI) Louis Stokes Alliance for Minority Participation (LSAMP)
Native & Indigenous, Black and Brown Excellence student empowerment programs
This position provides leadership to a dynamic team that provides holistic and culturally sustainable services with a specialized focus for students who are historically marginalized and disenfranchised. The Associate Director is responsible for the development and implementation of college access programs that include TRIO Talent Search, TRIO Upward Bound, and summer access and engagement programs that are outcome driven primarily focused on closing college access gaps, persistence, and degree completion of enrolled students in EDI CARES College Access programs.

The TRIO Upward Bound Warriors EDGE program focuses on increasing access to higher education of 60 first generation and under-resourced scholars attending Clover Park High School. Upward Bound students receive academic advising, personal mentoring and college preparatory support for college admissions, entrance exams, financial aid/scholarship application assistance, and local and out of state college campus tours. The Upward Bound Warriors EDGE program is funded 100% through a federal TRIO grant by the U.S. Department of Education until August 31, 2022. The program is contingent upon continued federal funding.Talent Search
The Talent Search Legacy Scholars program focuses on increasing access to higher education of 500 first generation and under-resourced Franklin Pierce District students attending Franklin Pierce High School, Washington High School, and Perry G. Keithly Middle School. Talent Search Legacy Scholars receive academic advising, personal mentoring and college preparatory support for college admissions, entrance exams, financial
aid/scholarship application assistance, and opportunities to explore college campus tours. The Talent Search Legacy Scholars program is funded 100% through a federal TRIO grant by the U.S. Department of Education until August 31, 2026. Leadership, Programs Management /Operations:
- Create a brave and collaborative environment that centers anti-racism, equity, and solidarity that is inclusive to the experiences of all students, staff, and college community.
- Oversee and direct the daily operations, implementation, coordination and evaluation of department services/activities to ensure programs outcomes and objectives are met.
- Oversee targeted access and engagement communication materials to audiences internal and external to the college; ensure programs requirements for eligibility are maintained and required participant enrollment outcomes are met.
- Oversee the design planning, coordination, and implementation of college access and retention focused activities/events, such as inductions, conferences, workshops, trainings, recognition events for students and staff.
- Collaborate and coordinate alongside EDI CARES division Associate Director and Student Life directors to assist with the development and implementation of evaluation plans to assess the effectiveness of programs and grant activities.
- Develop and maintain strong working relationships with college personnel and units, local school district partners, two and four year colleges in the state, and other local and regional federal DOE programs.
- Conduct regular staff meetings to monitor department programming activities and continual progress toward department performance outcomes.
- Coordinate team professional development to support ongoing growth and development of knowledge, skills, and abilities for providing holistic equitable services.
- Perform other related duties as assigned.
- Develop and provide effective onboarding processes and ongoing training as needed for all direct reports. Provide support and guidance for all direct reports and exercise sound management decisions.
- Train, supervise, and evaluate employees in accordance with negotiated agreements, applicable state and federal laws, and College policies and procedures.
- Mentor/coach staff in order to ensure best possible delivery of services to department participants. Complete annual performance evaluations for department staff in accordance with College policies and procedures.
- Implement annual department budgets; modify as needed in consultation with the Dean. Coordinate with Finance Grants and Contracts department to ensure all institutional and programs requirements are met.
- Oversee and review data collection to ensure accuracy and satisfying all programs requirements. Coordinate, prepare, and draft required quarterly and annual outcomes reports.
- Responsible for day-to-day review of processes to ensure alignment with division, college, and federal outcomes. Report any needed adjustments to the Dean.
- Bachelor's Degree in Education, Administration, Counseling, or a related field.
- Minimum two years of experience managing state or federal grants, (e.g. TRIO, Minority Serving Institutions, National Science Foundation, Gear Up, or similar programs) program design, development and evaluation, budget management and supervising personnel.
- Experience working with economically disadvantaged, first generation to college students, and students from diverse backgrounds.
- Values diversity and possesses a strong understanding of equity, diversity, and inclusion; ability to work effectively with faculty, staff, students, families and other constituents from different backgrounds; understand the impacts cultural norms may have on pursuing a college education.
- Knowledge and understanding of psycho/social behaviors and challenges faced by first generation, under- resourced, and/or persons with disabilities pursuing a college education.
- Ability to interpret and explain regulations, policies, procedures, guidelines, and reporting requirements, particularly as it relates to the EDI CARES division federally funded programs or similar grant funded programs.
- Effective supervisory skills to include coaching and mentoring to support employees in achieving the college mission, departmental goals, and individual professional goals.
- Utilize excellent time management, problem solving techniques and use of professional judgment in complex and sensitive situations.
- Strong positive interpersonal skills including the ability to work collaboratively, build effective working relationships, be a team-oriented leader, and utilize critical thinking skills.

This position is a full-time administrative-exempt position with an official duty station located at the Pierce College Fort Steilacoom campus. Frequent travel to Pierce College campuses or other sites will occur. Standard work hours are between 8:00 a.m. and 5:00 p.m. Monday through Friday with occasional evening and weekend hours required. This position may be subject to reassignment between campuses or sites.
Starting salary range for this position is between $5,346.50 - $6,110.33 per month. However, your paycheck is just part of the total compensation package. There is an outstanding benefits package which is worth an additional value equivalent to about 30% of your salary. This position works indoors in an office environment which requires visual concentration on detail, dexterity and precision. This position experiences frequent interruptions with occasionally distraught people. During this time, core staff approved by their supervisors to come onto campus are covered by a safety plan that follows social distancing and Personal Protective Equipment (PPE) protocols.
