Job Description

Virginia Tech Procurement has an opportunity to add a new Senior Buyer to its Capital Construction Procurement team.  The successful candidate will be a professional who exhibits a strong sense of team-oriented camaraderie and a dedication to maintaining strong relationships internally and externally with campus constituents, contractors and professional service partners of the university. Reporting to the Associate Director of Procurement for Capital Construction, the Senior Buyer will provide direct oversight and control over construction related procurements, contracting, reporting, and records management support. They will oversee and negotiate contract terms and conditions, pricing, and lead the evaluation of proposals with an emphasized goal of issuing formal contracts for services that represent the best value for the university.  This position also reviews and enforces the contractual obligations of the project from inception to completion.

This position can accommodate a fully remote arrangement with occasional trips to Blacksburg and the Northern Virginia campuses as necessary to meet business need.

Required Qualifications

  • Bachelor's degree in Business or Construction related field, or education and/or equivalent work experience in procurement or contracting.
  • Proficient in the procurement and contracting of complex, high dollar products and contract services (+3M).
  • Proficient with MS Office Suite in a Windows operating system environment.
  • Demonstrated record of being highly organized, responsive and detail oriented.
  • Strong comprehension of business principles, math, and administrative practices.
  • Ability to collaborate well within a division, learn quickly, and exhibit excellent communication and interpersonal skills.
  • Ability to obtain the Virginia Construction Contracting Officer ("VCCO") certification within 24 months of appointment.

Preferred Qualifications

  • Experience in the capital construction, project management and/or procurement and contracting methods for design and construction related services for complex, multimillion dollar building design and construction related services.
  • Experience with various construction procurement and contracting methods including Design-Build, and Construction Manager at Risk.
  • Procurement and/or contracting of design and construction related services within the public sector.
  • Working knowledge of Virginia procurement and contracting practices as outlined in the Commonwealth of Virginia Construction and Professional Services Manual (CPSM), the Commonwealth of Virginia Purchasing Manual for Institutions of Higher Education and their vendors, and the Virginia Public Procurement Act.
  • Virginia Construction Contracting Officer (VCCO) certification.

The successful candidate will be required to have a criminal conviction check as well as documentation of COVID-19 vaccination or receive approval from the university for a vaccination exemption due to a medical condition or sincerely held religious belief.
