Position Details:
Procurement Director

Indiana State University is looking for a Procurement Director to provide administrative direction for the procurement operations of the University to ensure that the requirements of the University are met in a timely, efficient, effective, and ethical manner while meeting all legal and University compliance policies. Plans, organizes, and directs all daily activities. Supervises staff to make sure that the daily operations of the department are performed in a timely and efficient manner.

Essential Duties and Responsibilities:

Manage the daily operations of the Procurement Office to ensure that requirements of the University are completed in a timely, efficient, effective, professional and ethical manner to ensure avoidance of all actual and potential conflicts of interest including managing long-range planning and needs analysis to simplify and standardize procurement services and commodities.

Selects appropriate techniques and implements programs and policies in cooperation with other departments (i.e. Environmental Safety, Facilities Management, Public Safety, Residential Life, Student Affairs, etc.) to minimize loss, such as avoidance, loss prevention and reduction, retention.

Develop and maintain policies and procedures related to University purchases that support compliance with State of Indiana and University procurement policies and procedures. Additionally, policies and procedures should be monitored to remain in compliance with any federal and other external requirements when applicable.

Provides guidance to various committees and departments regarding effective methods for risk reduction in student activities and special events on campus.

Exercise signatory authority to contractually bind the University in legal agreements. Administer such University contracts in a manner that ensures contractual obligations and intents are fulfilled and University interests are protected.

Identify and facilitate business contacts with specialized vendors including minority, women owned businesses, small businesses, veteran owned and state of Indiana companies when possible by developing and executing programs to bring women, minority, and veteran owned, as well as small business to campus, to help increase the awareness of both buying and selling opportunities. Attend business opportunity fairs around the State to promote the University and increase database of potential suppliers.

Manage the formal and informal bid processes of the University to ensure proper procedures are followed and the integrity of the process is maintained including working closely with Facility Management on bidding capital projects and services.

Through evaluation of competitive proposals, assist internal customers in selecting the vendor most appropriate to meet their needs. Ensure selection is fair and legally defensible by developing and assisting with requests for proposals, requests for information, and requests for quotes. Negotiate with vendors when appropriate and as permitted by law.

Direct the University procurement card programs regarding card issuance and merchant category access.

Performs other duties as assigned.
