The University of Wisconsin-Milwaukee (UWM) is seeking applications for the position of Chief Human Resources Officer (CHRO) (alternative working title is Associate Vice Chancellor for Human Resources). This is a 12-month (annual) limited appointment reporting to the Senior Vice Chancellor for Finance and Administrative Affairs.

The institution seeks a strategic, transformative, collaborative, and inspirational leader for all matters relating to Human Resources, who will cultivate staff, achieve goals and collaboratively work with different stakeholders and partners across the institution and at UW System. The CHRO directly supervises five Human Resources leaders who together have oversight over approximately 60 professional staff.

The Chief Human Resources Officer oversees all Human Resources initiatives and functions for UWM, providing vision, oversight, strategy, and policy direction.   • Serving as the institution’s most executive human resources position and liaison and resource to the Chancellor’s Cabinet, Deans, and shared governance bodies in all matters involving human resources
  • Leading the UWM Office of Human Resources, including the shared services organization and the Title IX office, ensuring that human resources staff needs are filled, employment opportunities are maximized, and employees receive appropriate training
  • Leading the development or modification of Human Resources policies at UWM consistent with applicable law and State and UW System policies
  • Directing HR professionals to maximize human resources principles and develop and promotes the use of standardized and proactive human resources processes and systems, in areas of recruitment, compensation, benefits, professional development and other areas as needed
  • Serving as liaison and representative of UWM to the UW System on system-led initiatives and to institutional partners for institutional-based initiatives, including a System-wide cloud-based Workday implementation that will be in the design phase in calendar year 2022
  • Assessing, monitoring, supporting and continuously working to achieve the strategic goals of the Department of Human Resources, in ultimate support of UWM’s strategic vision and goals, including integrating diversity, equity and inclusion principles and progress in all human resources activities
  • Maintaining overall responsibility for and attention to department budget and expenditures, including salaries
Minimum Qualifications:
  • Bachelor’s degree
  • Five (5) years of successful and progressive leadership experience in human resources in a large organization, with solid working knowledge of core HR functions (recruitment, titling and compensation, benefits, employee relations and management)
  • Experience successfully leading, communicating, and executing organizational change and process improvement efforts in an organization
  • Exceptional ability to communicate effectively and authentically with a range of different stakeholders in a complex organization or environment, including mature listening, verbal, and written communication skills, as demonstrated in application materials
  • Strong commitment to and demonstrated support of institutional progress towards diversity, equity and inclusion
Preferred Qualifications:
  • Master’s degree, JD or other advanced degree
  • Human resources experience within the University of Wisconsin-System or, if not UW System, a large and public higher education institution or system, serving a diverse population
  • Evidence of successful work experience meeting legal compliance requirements
  • Experience in the successful development, implementation, measurement, and evaluation of metrics to meet goals
  • Evidence of successful work experience with faculty and staff in a shared governance structure
  • Demonstrated ability to foster participation of others and to work effectively and collaboratively with faculty, staff, senior administrators, system/state officials
  • Evidence of organizational skills and innovative approaches to problem-solving
