Description of Work Unit

CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. Position Summary

An Installation Planner position is available with the Center for Environmental Management of Military Lands (CEMML) supporting the Air National Guard (ANG)'s NGB/A4AM Program Manager for Strategic Basing.

This position provides comprehensive planning program support to ensure the synchronization of policy while supporting mission capabilities, and includes analysis of assets and mission-driven infrastructure requirements, which inform both strategic and tactical installation planning. This is a customer service-oriented position, which is responsible for coordinating with ANG Civil Engineering programmers and managers, National Environmental Policy Act (NEPA), Air Quality, Natural & Cultural Resources, as well as installation personnel at more than 160 ANG installations. Position is physically located at Andrews Air Force Base, MD.

Required Job Qualifications
  • Applicants must have at least an Associate's Degree with a minimum of three years of experience in facility planning, master planning, airfield environment planning, infrastructure planning or environmental planning.
  • Candidates must also have prior experience in the following areas:
    • NEPA, community outreach,
    • Planning and zoning skills,
    • Air Installations Compatible Use Zones program,
    • Geographic Information Systems/Geobase,
    • Facility space management.
  • Experience using databases to track and manage data records is required.
  • Experience working in a service-oriented organization, with strong written and oral communication skills.
Preferred Job Qualifications
  • A Bachelor's degree in engineering, urban planning, architecture, environmental studies or related field is preferred.
  • Experience in the application of urban planning concepts, principles, theories, and methods necessary to identify community needs and evaluate the viability of existing infrastructure.
  • Proven experience coordinating and consolidating data from subject matter experts in fields such as NEPA, Coastal Zone Management (CZM), noise studies, natural resources, wetland, and cultural resources into strategic basing and installation planning programs is preferred.
  • Highly qualified candidates will have experience creating materials for Table Top new mission beddown exercises and facilitating planning charrettes for Federal/Military clients as both a lead trainer and as a member of a facilitation team.
  • Knowledge of airport planning and FAA regulations is beneficial.
  • American Institute of Certified Planners (AICP), LEED, EIT or similar credentials are highly desired.

Job Duty Category: Facility Planner

Duty/Responsibility
* Provide installation planning support for all ANG strategic basing matters

* Maintain Basing NEPA status details in the monthly Joint A4A-A4O Joint A4 Staff Basing coordination meetings and other basing related meetings as required

* Coordinate and train Facility Table Tops, Site Surveys and Site Activation Task Force (SATAF); virtual, hybrid and in-person visits to ensure coordination of basing efforts with ongoing and previously completed EIAP activities.

* Partner with A4AM NEPA staff in the execution of Basing actions NEPA activities and review NEPA documents for strategic basing programming integration.

* Review Basing actions for project lists and unit Concept of Operations (CONOPs) development to coordinate Description of Proposed Alternative Actions to contract EIAP actions

* Research Facility BUILDER Data, 920 Data, and 7115 Report Data to validate unit assumptions related to basing action.

* Coordinate ANGH 32-1084 Facility Standards use with staff.

* Coordinate mission and facility 3 dimensional siting challenges and portray in report formats.

Work with AutoCAD files to "validate" basing and facility assumptions

* Prepare Facility Table Top Training materials to advance ANG and NGB coordination
* Provide link and registration information for current and on-going installation planning training applicable to ANG staff through the Air Force or other organizations.

Duty/Responsibility
* Research and document proposed AF Policy changes against Title 10 and Title 32 U.S.C; CFR's; Reserve Component authorities; DoD policy and document areas of concern for NGB coordination.

* Prepare Policy Questions For the Record (QFRs) for coordination with NGB-GC related to Basing and NEPA

* Participate in weekly and monthly legal coordination meeting between NGB/A4AM and NGB-GC

* Perform duties such as policy or guidance updates.

* Utilize geographic information system (GIS) such as GeoBase or the other system to obtain maps and/or Geographical Positioning System (GPS) coordinates.

Integrate input from subject matter experts in areas such as NEPA, Coastal Zone Management (CZM), noise studies, natural resources, wetland, and cultural resources into strategic basing and installation planning programs.

Percentage Of Time: 20%
