Description

West Virginia University Extension Service (WVUES) is seeking applications for a Program Assistant for the Kanawha County Extension office. This position is headquartered in Charleston, West Virginia. Under general supervision of the 4-H Youth Development Extension Agent, this position implements educational programs within Kanawha County Schools and the community as determined through needs assessment tools for the program area of 4-H Youth Development (4HYD). Occasional night and weekend work may be required. The incumbent must work 4-H camp during the summer which includes overnight stays.

In order to be successful in this position, the ideal candidate will:

Program Planning/Implementation

  • In conjunction with county Extension Agent and Kanawha County School (KCS) teachers and administrators, plans, and implements youth development programs, including 4-H clubs, based on youth ages and stages and related to 4-H mission mandates of citizenship, STEM, healthy living, global education, and youth agriculture in Kanawha County Schools.
  • Provide direct instruction to youth and adults, including KCS faculty and staff.
  • Facilitate ongoing evaluation of school enrichment, community, and club programs to identify successes and areas for improvement and report on findings to local stakeholders.
  • In conjunction with county Extension Agent, determine program needs based on county and community needs assessment, observation, and discussion with community leaders, youth, and 4-H volunteers.
  • Facilitate educational programs to promote the development of life skills and educational achievement.
  • Using various techniques such as community presentations and personal contacts, recruit or locate potential adult leaders for the 4-H youth development program.
  • Follow up with recruitment and/or orientation and scheduling of recruited leaders.
  • Recruit new club members and/or organize new clubs as appropriate based on demographic data and information.
  • Communicates and works collaboratively with KCS, 4-H clubs, 4-H Leaders' Association, etc., to recruit and promote after school, out of school, weekend, and summer activities for youth.
  • As instructed by Extension Agent, plans, attends, and/or conducts scheduled meetings monthly such as in-school and afterschool 4-H clubs, 4-H Leaders Association and 4-H teen leaders.
  • Assists with planning projects and events which may include Achievement Banquet, Officer Training School, camps, 4-H Leader Events, educational activities at fairs and festivals, county poster contest, Outdoor Classroom, etc. Includes tasks such as recruiting volunteers, judges, participants, leaders and organizing details.
  • Works within risk management guidelines as relevant to Kanawha Co.
  • Attends and stays overnight at older/younger camps as program support as directed by Extension Agent.
  • Monitors project/program expenditures to comply with "Best Practices for Money Management".
  • Manage and conduct appropriate volunteer processes such as: recruitment, recognition, and retention system.

Training

  • In conjunction with the Extension Agent, distributes age-appropriate materials designed to enhance effectiveness of KCS teachers, 4-H leaders, and community members in conducting high-quality programs.
  • Collaborates with Extension Agent to assess training of teen and adult leaders.
  • Coordinate and present leader-training programs.
  • Provide assistance with expanding, conducting and implementing the 4-H program to reach diverse audiences.

Technology Support

  • Maintain and update databases for youth and volunteers using ZSuite (4-H) and county email lists.
  • Enters, completes and coordinates submission of reports as required by county, state, federal and granting agencies in collaboration with supervising Extension Agent.
  • Maintain 4-H records by maintaining Excel spreadsheets for budgeting, camp planning, event planning, and maintenance of 4-H Leaders' Association information.
  • Implement and manage volunteer processes such as recruitment, vetting, recognition, and retention. Assist with maintaining accurate records of all volunteers in the county.
  • Assists and supports the agent in creating needs assessments and forms in Qualtrics.

Other Responsibilities

  • Participate in all mandatory training sessions relevant to job responsibilities (i.e. Title IX and Protect Children online training modules, camping in-service, Energy Express literacy training, etc.).
  • Participate in professional development sessions as related to the family and youth responsibilities of the position.
  • Stay apprised of community organizations and their services to families and youth in Kanawha County.

Qualifications
  • Associate degree in youth development, education, health, science, humanities or a related field required.
  • Bachelor's degree preferred.
  • One (1) year experience in the following areas:
    • Working with youth in educational settings.
    • Progressively responsible and related experience in planning and conducting age appropriate youth educational programs.
    • Communicating (written, oral, and formal/informal) with a variety of audiences.
    • Working with community organizations/volunteers.
  • Knowledge of best practices in positive youth development.
  • Knowledge of creating, implementing, and analyzing research data and applying findings to programming.
  • Knowledge of general office methods, practices, and protocols.
  • Strong communication skills as needed (written/oral/telephone/in person) to perform duties in a professional, businesslike manner.
  • Organizational skills to plan and organize tasks and set priorities for responsibilities.
  • Problem solving skills in dealing with a variety of interests and personalities.
  • Public speaking skills to present 4-H programs, teach topics, etc.
  • Interpersonal skills to interact with youth, parents, volunteers, external partners, etc.
  • Excellent technology skills for computer word processing, data entry, and spreadsheet management required.
  • Budget management skills.
  • Leadership skills.
  • Ability to type with speed and accuracy.
  • Ability to work occasional nights and weekends required including residential camping.
  • Ability to market and promote Extension programs to local constituents.
  • Ability to maintain confidentiality.
  • Ability to independently travel to conduct training programs throughout Kanawha County and occasionally other counties.
  • Ability to learn software for data tracking, such as ZSuite.
  • Ability to operate standard office equipment; computer, copier, postage meter, etc.
  • Ability to operate computer utilizing various word processing software packages and program such as Windows, Access, Word, Excel, and Power Point.
  • Ability to manage numerous projects simultaneously, reprioritizing them as necessary to meet deadlines.
  • Ability to be assertive and proactive while being a self-starter.
  • Ability to read and write in English with strong emphasis on knowledge of correct grammar, spelling, and punctuation.
  • Ability to perform basic mathematical calculations.
  • Ability to learn policy and procedures of WVU, WVU Extension Service, and the 4-H Youth Program.
  • Ability to work independently under direction from supervisor in a structured environment, exercising judgment, tact and diplomacy in all interactions.
  • Ability to work as a team member.
  • Ability to establish and maintain effective relationships and deal tactfully with both internal and external constituents.
  • Ability to maintain proper attendance and punctuality standards.
  • Ability to understand persons from various cultures and backgrounds.
  • Ability to provide excellent customer services to diverse clientele.

  • Valid Driver's License issued in the United States for independent travel. Overnight travel may be required at program sites, conferences, professional development sessions, etc.
