The incumbent in collaboration with the ctcLink Project Director and Pillar Leads is responsible for providing a functional, technical and business analysis role in support of the ctcLink (PeopleSoft) administrative systems in the Human Capital Management Pillar and Finance Pillar and serves as the technical resource to departments to include (but not limited to) Human Resources and Finance. The incumbent is responsible for analyzing data, system planning, implementation and upgrade support, and production operation for the ctcLink Human Capital Management Pillar and Finance Pillar.The incumbent must be proficient and manage all aspects of the ctcLink Human Capital Management Pillar and Finance Pillar modules and work as a liaison among department staff and project stakeholders to elicit, analyze, communicate, prioritize, clarify, validate and document requirements for changes to business processes and information systems in support of department and ctcLink project objectives. Using evidence-based decision-making in collaboration with the ctcLink Project Director and Pillar Leads, the incumbent will implement strategies that lead to the overall stabilization of ctcLink. This position reports to the ctcLink Project Director.

Please note: Pierce College is transitioning back to working in the office at Pierce College Fort Steilacoom after more than a year of primarily-remote work. One or two days in the office per week will be required at first (other days remote). This will increase over time. Health and safety precautions are in place.

Essential Functions:
The Business Systems Analyst for Human Capital Management (HCM) and Finance (FIN) will be responsible for the following:

Business Analysis:
  • In collaboration with the ctcLink Project Director and Pillar Leads provide functional, technical and business analysis role in support of the ctcLink (PeopleSoft) administrative systems in the Human Capital Management Pillar and Finance Pillar.
  • Manage all aspects of the ctcLink Human Capital Management modules and Finance modules and work as a liaison among department staff and project stakeholders to elicit, analyze, communicate, prioritize, clarify, validate and document requirements for changes to business processes and information systems in support of department and ctcLink project objectives.
  • Support all PeopleSoft system functions within the Human Capital Management Pillar and Finance Pillar, including (but not limited to) Human Resources, Payroll, Benefits, Accounts Payable, Finance, Purchasing and Budget Office departmental functions.
  • Act as functional and technical lead and subject matter expert providing support for the ctcLink Human Capital Management modules and Finance modules.
  • Collaborate with ctcLink Project Director, Pillar Leads, department managers and staff to identify needs, changes, testing and training of system implementation and upgrades.
  • Direct data validation, integration and acceptance testing where needed.
  • Create ad hoc queries and reports using PeopleSoft Query and other Business Intelligence and data analysis tools.
  • Work closely with local and State Board for Community and Technical Colleges (SBCTC) resources in support of ctcLink Human Capital Management modules and Finance modules.
  • Maintain ctcLink system and functional configurations within the Human Capital Management modules and Finance modules, and work closely with SBCTC support analysts for issue escalation and resolution as required.
  • Direct the implementation of system updates, providing documentation for departments and staff.
  • Troubleshoot and manage resolution of system issues at the college level, working with SBCTC Support and disseminating information to college staff.
  • In strong collaboration, work closely with the ctcLink Project Director and Pillar Leads to promote continuous improvement and business process analysis within the Human Capital Management modules, Finance modules, Human Resources Department and Finance Department.
  • Provide ctcLink system and functional configurations across all modules within the Human Capital Management modules and Finance modules; and, work closely with SBCTC production support analysts for issue escalation and resolution as required.
  • Responsible for project coordination with the ctcLink Project Director, planning and ensuring successful completion of project goals and milestones.
  • Lead college review and testing of ctcLink PeopleSoft updates including working with end users on new functionality and determine effect on current systems and business processes.
Security Role/Row Administration:
  • Manage and implement user security roles for current employees in the Human Capital Management Pillar and Finance Pillar, as well as onboarding new employees; troubleshoot security issues and support user questions and training.
  • Work closely with ctcLink Project Director and Pillar Leads to develop and implement security/access strategies and solutions, as well as, database and data analysis solutions and tools.
  • Work closely to promote continuous improvement and business process analysis within Human Capital Management and Finance and other divisions related to security management.
Other Collaboration and Responsibilities:
  • Serve as liaison between different pillars in relation to the integration of the system.
  • Monitor performance, discover variances and propose necessary actions to mitigate potential risks.
  • Prepare technical manuals, system documents and other technical resources.

 Qualifications:

Required Education:
  • Bachelor’s degree or higher in human resources, finance, business, education, public administration, technology or closely related field from an accredited college or university OR equivalent education and experience.
Required Experience:
  • One year of experience in a technical and functional role providing business analysis and systems support for a college administrative information system and/or enterprise resource planning (ERP) or other complex information system.
  • Experience using PeopleSoft’s Human Capital Management and/or Finance modules.
  • Experience providing organizational change management and business processes improvement solutions and tools.
  • Higher education experience preferred but not required.

Terms of Employment: This position is a full-time administrative-exempt position supporting the District with an official duty station of the Pierce College Fort Steilacoom campus. Frequent travel to Pierce College campuses or other sites will occur. Standard work hours are between 8:00 a.m. and 5:00 p.m. Monday through Friday with occasional evening and weekend hours required. This position may be subject to reassignment between campuses or sites. 

Salary & Benefits: Annual salary is $80,000. However, your paycheck is just part of the total compensation package. There is an outstanding benefits package which is worth an additional value equivalent to about 30% of your salary.
