Description

The department of Treasury Operations at West Virginia University is seeking applications for a Debt Manager. This position is responsible for all aspects of the university debt portfolio. The responsibilities of the debt manager include - being the primary contact for external parties involved in debt issuance and compliance including WVU's financial advisors - PFM, WVU's bond and disclosure counsel and rating agencies. The Debt Manager will also coordinate all debt issuances with the above named external parties, internal parties as well as University underwriters. The Debt Manager will perform or coordinate the performance of various analyses related the University debt portfolio as well as related to specific transactions. The Debt Manager will be a key contact within the Finance Organization and across the campus regarding capital financing needs and planning. With direction from the Assistant Vice President for Finance, the Debt Manager will regularly be responsible for various ad hoc requests and tasks.

In order to be successful in this position, the ideal candidate will:

  • Manage, coordinate and direct the debt-issuance process for WVU, WVU's Regional Campuses, and WVU controlled/affiliated organizations' financing needs.
  • Direct WVU's Bond Compliance process, procedures and reporting to various external agencies as required by Federal, State, Board of Governer's policies and industry standards.
  • Direct and enhance WVU's internal management reporting of the debt portfolion to senior management including dashboards and other metrics.
  • Maintain and direct WVU's 'debt model'; an inventory of all aspects of WVU's debt including amortization schedules.
  • Manage and direct WVU's internal bank related to financing activities.
  • Act as primary contact for Rating Agnecies.
  • Act as primary contact for WVU's financial advisor and bond and bond disclosure counsel.
  • Create, analyze, and assess the financial aspects of proposed capital projects and provide information and recommendations to WVU executives and other decision-makers. 
  • Perform analyses of the university debt portfolio as it relates to current and future plans, proactively addressing issues.
  • Maintain and update University's debt policy and debt guidelines/procedures as needed.
  • Provide all pertinent debt-related information and analyses quarterly and annually to the Budget Planning and IARA Units.
Qualifications
  • A Bachelors degree in Finance, Accounting, or directly related. Masters degree preferred.
  • Five (5) years of experience in the following:
    • Experience as a financial manager preferably in a treasury function.
    • Demonstrated advanced Excel skills a must.
    • Knowledge of IRS standards related to Tax exempt bond-financing.
    • Knowledge of various financing vehicles (bonds, bank loans, etc.) and related accounting standards. Prior experience in providing financial analysis for bond and other financing activities. 
    • Related experience in higher education a plus but not necessary.
  • Experience preparing MS Excel based multi-year financial models, pro formas, and NPV-based analyses, as well as general proficiency with the Microsoft Office Suite (Excel, Word, PowerPoint, and Access). 
  • An analytical mind that can understand, evaluate, and summarize vast amounts of data and communicate findings to Senior Management
  • Ability to direct and effectively manage people and complex financing arrangements.
  • Comprehensive analytical and reasoning ability as well as planning and reporting capabilities

Requirements

  • Certified Public Accountant preferred.
  • Certified Treasury Professional preferred.
