JOB DESCRIPTION AND POSITION REQUIREMENTS:

Penn State Human Resources is searching for a Project Manager to join our Operational Excellence team. The Operational Excellence team is responsible for enabling the delivery of high-quality, sustainable Human Resource (HR) programs and services by leveraging data, best practices, and technology to inform strategic decision making and improve overall efficiency and effectiveness.

The HR Project Manager will provide project management leadership for a broad range of HR-related projects and initiatives that support the strategic goals of HR and the University. This leadership includes facilitating the identification, discovery, planning, and implementation of projects. Projects typically incorporate the review and modification of existing processes that have University-wide impact and therefore requires a thorough understanding of constituent needs and effective integration of organizational change management techniques and resources.

This role will work with Human Resource leadership, departmental staff, business analysts, IT, as well as other University units to understand detailed project requirements, establish success metrics, assess and address risks, develop timelines, assist in the development and implementation of communication and change management plans, monitor progress, and report status to key stakeholders. In addition, the Project Manager will provide recommendations and participate in the development of processes and procedures to support portfolio management including tracking and reporting project status and metrics, cross-project dependencies, prioritization, resource allocation, and scheduling.

Typically requires a Bachelor's degree or higher plus four years of related experience, or an equivalent combination of education and experience. The successful candidate will have strong knowledge of Project Management methodologies (Waterfall and Agile), experience collaborating across organizational boundaries, and proven success delivering outcomes aligned with client expectations. Candidates must be able to build relationships with stakeholders and exercise independent judgment and discretion. Strong problem-solving skills, and proficiency with the Microsoft Office Suite, is highly desired. Formal project management training and industry certification (e.g., PMI) is strongly preferred.

Competencies critical to success include organizational and project management skills, analytical thinking, adaptability and flexibility, team and meeting facilitation, the ability to work well with others, and the ability to communicate effectively (both oral and written).
