SUMMARY:
The CFO administers a program of business services for the College, including budgeting, accounting, payroll, purchasing, cashiering, accounts payable, student financial services, financial reporting, fiscal policies, regulation administration, audits, insurance, and other services as assigned. The CFO supervises all Director of Business and Student Financial Services, and Director of Finance, and performs other duties as assigned by the President. The CFO reports directly to the President and is a member of the Jackson College Leadership Council and Cabinet. The CFO also serves as the Assistant Treasurer to the Jackson College Foundation Board and is a Board member of the Parma, MI LDFA (Local Development Finance Authority) and Blackman Township, MI LDFA.
The CFO collaborates and networks internally across departments and externally with other colleges in MCCBOA (Michigan Community College Business Officer Association), and peers in the League for Innovation in the Community College. Provides leadership, oversight, and stewardship for all aspects of the College's financial resources, assuring integrity and fiduciary compliance. As a creative problem solver, engages with the Leadership Council to increase system efficiencies, maximize limited budgets, and manage alternative funding sources in response to changing state funding formulas and support.
Essential Functions
ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned.
1. Supports JC's mission, vision and values through effective structure, policies, and services to promote and sustain a culture of inquiry, evidence, assessment, improvement, quality, and celebration of accomplishments
2. Provides leadership and strategic direction to the personnel in the Business Office, including setting performance goals, providing guidance, and fostering a culture of financial accountability and transparency.
3. Initiates action and coordinates, with the President, procedures to be followed in filling support staff and supervisory vacancies in accordance with college policies.
4. Supervises, evaluates, and recommends the employment and dismissal of all staff in the Business Office.
5. Demonstrates abilities in human resource management and labor relations.
6. Responsible for budget administration. Oversee the preparation of all fiscal and budget reports, including monthly financial statements (balance sheet and revenue and expenditure reports), and all reports required for the annual audit, board meetings, and other agency reports.8. Providing strategic analysis and counsel on all aspects of the College's business operations, supporting multi-year business planning. Overseeing the development of annual and long-range financial plans (operating and capital). Identifying and implementing continuous process improvement initiatives in a collaborative manner to increase the efficiency/effectiveness of college operations and business processes.
7. Leading the college in transparent, enterprise resource planning, including revenue modeling, strategic budget development, cost management strategies, student residences, and stewardship of resources.
8. Develop and implement financial plans, budgets, and forecasts to support the college's strategic agenda. This involves analyzing financial data, identifying trends, and making recommendations for resource allocation.
9. Coordinates with leaders responsible for budget planning, development and monitoring services, finance and accounting services, purchasing services, payroll services, student accounting services.
10. Reviews all purchase order requisitions for the College.
11. Oversee all course related material fee activities at the College.
12. Responsible for the collection, custody, cash management, investment, and disbursement of all monies belonging to the College.
13. Manages the college's cash flow, including monitoring revenue streams, overseeing accounts payable and receivable, and ensuring adequate liquidity to meet operational needs.
14. Monitors all account balances at banking institutions and completes transfer as necessary to meet outflows.
15. Supervises cash management of all College funds including investments under Board policy.
16. Oversee the college's investment portfolio, including working with investment managers, monitoring investment performance, and making recommendations for optimizing returns while managing risk.
17. Coordinating the Risk Management of the College which includes reviewing contracts and ensuring compliance with insurance requirements.
18. Assess and mitigate financial risks by the college, such as market volatility, regulatory compliance, and internal control weaknesses. This involves implementing appropriate risk management strategies and ensuring compliance with financial regulations and policies.
19. Maintain proper insurance levels (risk management) for the College's protection.
20. Administers property and liability insurance.
21. Lead the year-end closing and external audit processes.
22. Deploy cost accounting modeling for proposed projects.
23. Provides oversight of the establishment and maintenance of the chart of accounts in accordance with Board Policy and the Manual for Uniform Financial Reporting for Public Community Colleges.
24. Coordinate collection and filing of federal, state, and local government reports and data for Business Office.
25. Meets all reporting requirements. Administer debt service activities, including issuance, reporting, and payments.
26. Maintain a state mandated five-year facility maintenance and utilization report in concert with the President and the Chief Facilities and Logistics Officer.
27. Membership of the National Association of College and University Business Officers (NACUBO).
28. Performs all other Business Office functions, and other related duties as assigned by the President.

Minimum Qualifications
POSITION REQUIREMENTS:Education and/or Experience
Master's degree in a relevant field with progressively more responsible management experience related to administrative and fiscal affairs in a complex organization, preferably in public higher education. CPA preferred. Must have strong communication skills, team participation skills, impeccable character, and supervisory experience. Must have facility with Information Technology such as Microsoft Outlook, Word, Excel, PowerPoint, and an integrated database system (preferably Colleague by Datatel).

Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to the President, the Leadership Council, public groups, and the Board of Trustees.
Mathematical Skills
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
