Job Summary / Basic Function

This is an administrative position that involves supervising, and directing the workflow of clinical staff, recruiting clinical staff, ensuring quality services are rendered and reporting clinical data, as required, to stakeholders. This position requires a high degree of HIV/HCV medical competence, professional ethics, and programmatic development skills.

This position works closely with the Supervisor of Case Management, Fiscal Technician, Coordinator of Patient Care Services, and reports to the Director. This position works closely with the Medical Director and Certified Registered Nurse Practitioners as a member of the Clinical Leadership Team.

Supervisor Duties:

  • Supervise: nurses, medical assistants (MAs), and students.
  • Nurses and Medical Assistants-provide supervision surrounding scheduling, clinical coverage, on call system, case assignment, workflow, and electronic medical record (EMR) entry
  • Students-train and supervise data entry, medical chart management and workflow/work schedule while working in the clinical department
  • Ensure that the clinical staff meet and maintain the required educational units.
  • Recruit, and supervise interns (nursing, pharmacy and physician) as it relates to schedule, workflow and learning objectives
  • Approve requests for leave for nurses and MA's
  • Authorize overtime for nurses and MA'sReview time and effort report for nurses and MA's monthly for accuracy

Recruitment:

  • Hire and train nursing staff
  • Hire and train medical assistants
  • Interview, hire and train work study students

Quality Management/Data Requirements:

  • Preserve paper and Electronic Medical Record (EMR); remotely as well as internally
  • Ensure the security of the data is upheld
  • Report quality data/outcomes to funders/partners
  • Serve on the Quality Teams as recommended by the Executive Director
  • Participate in the development of clinical EMR software through external vendor

Operations:

  • Locate/schedule/develop clinic sites
  • Develop infrastructure/practice in which to operate
  • Program development; including clinical and agency wide initiatives
  • Coordinate/facilitate clinical trials as appropriate (research and IRB approvals)
  • Develop and implement medical/clinical policy and procedures
  • Train staff to follow medical/clinical policy and procedures
  • Implement clinic model or treatment changes according to recommendations of Panel on Antiretroviral Guidelines for Adults and Adolescents.   • Facilitate Vaccines
  • Cover for other nurses in their absence to perform direct patient care.

Administrative:

  • Serve as a member of the Clinical Leadership Team with the Medical Director and Certified Registered Nurse Practitioners
  • Identify/Write/ Execute additional grant proposals that support the mission of the PA Thrive Partnership clinical process
  • Work closely with the fiscal staff to implement and manage a clinical budget
  • Represent the Rural Health Care Clinic on a State/National level
  • Serve on various committees that promote the work of the PA Thrive Partnership or improve clinical excellence
  • Maintain accurate employee health records and house those records with Human Resources at Pennsylvania Western University
  • Collaborate, organize and direct partnerships with external agencies
  • Educate at local and national conferences on HIV/AIDS epidemiology, research and HCV.
  • Facilitate monthly department meetings
  • Serve in an organizational leadership capacity

Full performance knowledge, skills, and abilities:

  • Comprehensive knowledge of the principles, practices, procedures, and terminology of HIV/AIDS and Hepatitis C medicine; knowledge of diagnosis, treatment care, and prevention of diseases.
  • Thorough knowledge of professional nursing principles, practices and research techniques.
  • Excellent communication skills and organizational ability
  • Uphold confidentiality of Act 148 amended to Act 59, and Health Insurance Portability Accountability Act of 1996 (HIPAA)
  • Use as guidance for the implementation of care the following: 1) Recommendations of Panel on Antiretroviral Guidelines for Adults and Adolescents. Minimum of Education / TrainingRequired Education Summary

  • Current Pennsylvania Nursing License
  • Certificate as an AIDS Certified Registered Nurse (ACRN)
  • Greater than three (3) years employment in the field of infectious disease or HIV/AIDS
  • Venipuncture experience
  • Certified in HIV/HCV counseling and testing
  • Extensive computer knowledge and experience
  • Valid Driver's License
  • ACRN Certification
  • Nursing License
