Description
BASIC PURPOSE: To support the Campus Police Department mission-critical objectives and initiatives.
ACCOUNTABILITIES:
- Communicate regularly with the Chief of Police and Command Staff regarding department activities and priorities.
- Maintain inter-departmental rapport between the Campus Police Department and all campus departments to facilitate high quality customer service.
- Receive and respond to complaints and requests and direct them to appropriate parties as needed.
- Manage MPAC accreditation compliance activities, including policy review and development, maintaining PMAM policy compliance database, providing compliance reports to the Accreditation Manager, and participating in MPAC accreditation assessments.
- Support Dispatch Center operations during periods of staff shortages and emergency and maintain DCJIS, SAR (Telecommunications), Trauma Informed Response, and CPR/AED certification.
- Manage all activities related to VAWA STOP Grant which funds the Sexual Assault Support Program and provides a Campus Advocate to support victims of sexual violence at Assumption University along with consultation and training for University and Public Safety personnel. This is to include: completion of annual grant applications and all supporting documentation; developing and overseeing annual MOU's and partnership with Pathways for Change to ensure on-going Campus Advocate supports; completing all quarterly and annual VAWA STOP Grant reports; attending all Massachusetts Office of Grant Research technical assistance meetings; facilitating OGR site visits; processing annual grant contracts; meeting at least quarterly with the University Grant Manager, Chief of Police, Campus Advocate and Sex Assault Investigator to review grant related activity and compliance.
- Manage and oversee all aspects of the Campus Driver Program, including: scheduling National Safety Council Defensive Driving classes for students, faculty, staff and volunteers; coordinating CMSC Van Trainings; issuing certificates for all Defensive Driving trainings; maintaining a campus driver list for the University; requesting and reviewing driver records for all campus drivers to ensure Fleet Safety Policy compliance; preparation and submission of an annual campus driver report to the University insurance carrier; communicating and recommending resolution of campus driver concerns to the General Counsel/Risk Manager.
- Manage and oversee all aspects of the Fleet Safety Program, including: maintaining records of all University vehicle titles, registrations; lease agreements; and purchase and sale agreements; coordinating and filing insurance claims for all collision or damages to University vehicles; preparing and submitting annual vehicle report for insurance audit; coordinating RMV transactions; and communicating fleet safety concerns to the General Counsel/Risk Manager.
- Manage all MPTC ACADIS training records for sworn personnel and serve as Department contact for ACADIS.
- Coordinate the hiring processes for police officers and dispatch personnel, including: scheduling interviews, communicating with candidates with regard to background investigation requirements, scheduling pre-employment psychological and medical examinations.
- Facilitate the process of obtaining police powers (warrant) for police officers with the Massachusetts Police Training Committee and the Massachusetts State Police Certification Unit.
- Forecast and manage the annual budget allocation for Public Safety, balance monthly expenditures, pay invoices weekly, request purchase orders as needed, communicate with vendors to coordinate services and timely delivery of supplies and services, and process contract renewals.
- Process the Campus Police Department bi-weekly payroll, including reviewing all timesheets and detail pay requests to ensure reported hours are accurate and acting as the Administrative Lieutenant's proxy to approve payroll in UKG.
- Review and approve the bi-weekly payroll for all student workers in the absence of the Lead Gate Attendant.
- Develop and prepare varied reports for internal, government, and external use to include: MPTC ACADIS Annual In-Service Compliance Report, MSP Annual Certification Report, Monthly MSP Felony and Warrant Reports, Annual Security and Fire Safety Report, budget reviews, cash receipt reports, and department activity reports.
- Represents the Campus Police Department at meetings and conferences sponsored by professional organizations such as Massachusetts Association of Campus Law Enforcement Administrators (MACLEA), and the Massachusetts Police Accreditation Commission (MPAC).
- Coordinate professional training forums to promote professional development for Public Safety sworn officers and civilian personnel.
- Coordinate long distance travel and accommodations and process expense reimbursement vouchers for Campus Police personnel.
- Maintain Notary Public status required to swear in Police Officers and notarize official documents for the Campus Police Department (and other University constituents).
- Maintain Campus Police Department administrative and personnel files in a confidential manner, to include the tracking of academy certification, licenses, training qualifications, firearms and other certification requirements.
- Coordinate Campus Police web site and portal.
- Create portal announcements and advisories in compliance with University requirements.
- Perform other related duties as required.
MINIMUM QUALIFICATIONS:
- Must be willing to contribute actively to the mission of the University as well as show respect for the Catholic and Assumptionist identity of Assumption University.
- Associates degree required or equivalent professional experience.
- Five or more years' experience in office administration.
- Must be able to pass a CORI background check
- Working knowledge of regulatory and policy requirements.
- Strong analytical and problem resolution skills.
- Ability to interpret guidelines and other sponsor-specific documents.
- Proficiency with PC and Microsoft Office, and Portal.
- Ability to function well under pressure and maintain a positive demeanor as well as work quickly and accurately with minimal supervision.
- Effective verbal and written communication skills and the ability to interact with diverse groups, fostering collaboration and collegiality.
- Ability to organize and prioritize multiple tasks, and complete assignments in a thorough, accurate and timely manner to achieve expected outcomes.
- Handle confidential information with discretion.
- Successful completion of background investigation prior to employment.
- Must have a positive attitude and be able to adapt quickly to changing priorities.
- Ability to work additional hours when emergencies arise.
- Interacts on a regular basis with faculty, administration, staff, vendors, external university constituents, multiple regulatory agencies, and general public.
- Work is normally performed in a typical interior/office work environment.
- No or very limited physical effort required. May occasionally lift up to 25 pounds.
- No or very limited exposure to physical risk.
