Position Summary

The Senior Budget Analyst will be a key member of the Finance and Administration team and is responsible for budgeting, analyzing, planning, and reporting for University operating and institutional business units. Duties to include, working closely with the AVP/Controller and VP/CFO to develop and implement the university business plans and related department budgets, working in consultation with all operating unit budget officers and leadership, completing monthly/quarterly budget and expense analysis and corrective actions, assisting in the development/presentation of ad-hoc financial analysis and reports, and business case modeling and analysis for new programs and initiatives.

Essential Functions: Job duties that must be performed, with or without reasonable accommodation, and may include any of the following tasks, knowledge, skills and other characteristics. Budget and Financial Planning (75%)

  • Lead the development and monitoring of the University's annual operating budget, including revenues, expenses, salary and fringe.
  • Serve as Budget Office liaison to academic and administrative units of the University.
  • Provide budget analyses and forecasts for leadership decision making and for internal and external audiences.
  • Assist with long-range financial projections potentially including, but not limited to, new academic programs, auxiliary services, financial aid, faculty teaching load, and others.
  • Use a variety of data sources and spreadsheets to analyze student enrollment, personnel headcount and other statistical data that impact financials.
  • Create summarized and detailed budget reports using system report writer and MS Excel.
  • Prepare semester/term performance analysis and reporting, including actual vs budget for enrollment and credit hours by program, school, and academic level.
  • Work with partners in Finance, Facilities, and other administrative departments on areas of shared interest.
  • Uphold and support existing University policies and procedures and make recommendations that enhance its business practices.
  • Assist with non-tuition revenue reporting analysis for grants, fundraising, and other miscellaneous revenue sources.
  • Prepare monthly Budget to Actual reports and projections for all operating and intuitional business units.
  • Assist in developing and presenting periodic financial analysis to President, CFO, and/or Senior Administration.
  • Serve as the business lead in analyzing the financial impact of new programs and organization initiatives, will be responsible for business case development and related financial analysis.

Supportive Accounting functions (25%)

  • Assist with the preparation and analysis of quarterly Financial Reports for BOT Committee meetings.
  • Prepare ad hoc budget and actual journal entries as needed.
  • Assist with year-end audit planning and fieldwork requests.
  • Assist with various annual filings as needed

Education & Experience Requirements:

  • BS/BA in Accounting, Finance, or Business-related field required; MBA degree desired.
  • Three (3) to Five (5) years of increasing experience in budgeting, financial planning and analysis, or similar financial discipline required.
  • Experience in higher education or academic environment desired.
  • Strong financial analysis and budgeting skills required
  • Demonstrated high level Microsoft Excel skills, including financial modeling, pivot tables, lookup tables will be essential.

Knowledge, Skills and Abilities:

  • Knowledge of and ability to follow University policies and procedures.
  • Ability to establish and maintain effective working relationships with the campus community.

Qualifications:

  • Strong communication and interpersonal skills among a broad range of administrators, faculty, staff, and external contacts, including preparing and facilitating presentations to large and small groups.
  • Ability to work independently; sound judgment and able to multi-task using exceptional organizational skills with proficient attention to detail.
  • Professional and respectful demeanor.

Computer Skills:

  • Intermediate ability to use Microsoft Word, Excel, with aptitude to learn departmental specific software programs.
  • Working knowledge and hands on experience developing financial reports of operations, using relevant software, relational databases, and cost accounting systems, as required; ability to assist with dissemination, interpretation and use of such reports for continuous improvement.
  • Applicable technology skills and qualifications.

Work Environment:

Operates in an office environment, that may have frequent interruptions. The area is well-lit, temperature controlled and free from hazards. Noise level is generally quiet to moderate.

Physical Requirements:

Communicates frequently, in person, over the phone, or via a computer. Hearing is needed for extensive telephone and in person communication. Regularly required to sit for long periods of time; use hands to finger, handle or feel; reach with hands and arms. Manual dexterity is needed in order to operate a computer keyboard. Operates standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
