General Information & Responsibilities

The Vice President for Instruction serves as the strategic leader and visionary for the institution’s academic initiatives, acting as the Chief Academic Officer (CAO) of the district. This role is pivotal in driving the development and implementation of high-quality, equity-focused instructional programs that align with the Illinois Community College Board (ICCB) requirements and the district’s mission of inclusive excellence. As a thought leader in academic innovation, the Vice President guides long-range planning for academic divisions, fostering a culture of excellence, continuous improvements, and resource optimization.

Description of Duties

DESCRIPTION OF ESSENTIAL DUTIES:

a. Responsible for leadership in establishing priorities and objectives and in planning for the current and long-range educational, financial, personnel, and facilities needs of the District Instructional programs.

b. Works collaboratively with the Associate Vice President (AVP) for Economic and Workforce Development, Associate Vice President of External Relations, and Black Hawk College Foundations to maintain oversight and consistency of instructional programs.

c. Serves on state-wide committees and works closely with Illinois Community College Board and other associations regarding College accreditation and approvals.

d. Develops and maintains an appropriate administrative organization for efficient management of the District instructional programs and resources.

e. Responsible for the accountability and deliverables of educational programs for the College District regarding student learning and educational outcomes, including new and emerging programs that are technology enhanced and responsive to supporting student success 

f. Leads efforts in securing external resources to support educational programs, including grants.

g. Prepares annual budgets, supervises expenditures in accordance with the budget in relation to the position and as required by the Board of Trustees, and implements cost effective strategies for the District Instructional programs.

h. Prepares and submits reports required by local, state, and national agencies.

i. Works closely with Faculty Senates regarding instructional processes and issues.

j. Works closely with Human Resources to ensure that related staffing needs are met in a timely fashion; that Equal Employment Opportunity pervades all personnel actions; and that employees are attracted, retained, and motivated to serve the College.

k. Establishes direction and leads initiatives with Deans and Directors to implement change and innovation.

l. Reviews policies and activities of groups and organizations functioning as part of the District programs including emergency appointment of personnel and authorization of expenditures to meet urgent and unexpected needs.

m. Responsible for efforts toward continued accreditation of the District and for recognition by and membership in appropriate associations and organizations.

n. Demonstrates overall administrative leadership and coordination of institutional programs and integrated student-centered services for all College functions and activities in areas of responsibility.

o. Initiates planning, organizing, directing and evaluation of support service opportunities for students in collaboration with College departments, and external organizations.

p. Provides leadership in planning for current and long-range educational, financial and facilities needs of the program areas.

q. Collaborate in the development of initiatives and programs with internal and external groups to grow enrollment. 

r. Implement initiatives that address the needs of non-traditional, underrepresented, and at-risk student population, fostering an environment that supports access, retention, and completion

s. Collaborates with the AVP for Workforce Development to integrate credit programs, while also serving as the approving agent for credit-based workforce programs. 

t. Collaborates with Department Chairs on the hiring of faculty and provides recommendations to the President concerning faculty tenure and promotion

u. Exhibits dynamic leadership and visionary planning while maintaining a strong commitment to diversity, equity, and inclusion (DEI), serving as a catalyst for progressive change within the institution and the broader community.

v. Work with college foundations and grant writer to identify and apply for potential funding opportunities.

w. Actively participate in college and community activities.

x. Collaborate with Student Services to design and assess strategic enrollment management plans to increase student retention and success, integrating instructional program, goals with broader collage initiatives. 

y. Support diversity, equity and inclusion initiatives

DESCRIPTION OF OTHER DUTIES:

a. Performs such other functions as the President may direct.

b. Serves as a Campus Security Authority

c. Establishes and maintains positive working and professional relationships with all College affiliates, community groups, schools, local and national groups, agencies, and professional organizations

d. Performs effectively in a comprehensive community college union environment

e. Performs all job-related duties as assigned

f. Works cooperatively with the Director of Human Resources.

g. Works cooperatively with District-wide committees.

h. Works closely with representatives of local, state, regional, and federal agencies, associations, and organizations.

i. Works closely with Institutional Effectiveness.

j. Works with elected officers of IFT and Faculty Senates.

k. Works closely with other members of the President’s Cabinet.

Education & Experience

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.)

a. Earned doctorate from an accredited institution required.

b. Minimum of four years leadership experience (dean level preferred) at the post – secondary level required.

c. Minimum of three years teaching experience at the post-secondary level required.

d. Experience with assessment, measurement of student learning outcomes, and ability to provide leadership to the assessment process within the academic areas of the College required. 

e. Experience with regional accreditation (HLC’s process preferred) and professional/industry accreditation associated with technology, business, and healthcare programs required.

f. Demonstrated ability to work in a complex organization and a deep understanding of a diversity of academic program offerings. 

g. Demonstrated involvement in strategic planning and continuous quality improvement initiatives preferred. 

h. Experience in a collective bargaining environment preferred. 

i. Experience in a multi-campus environment preferred.
