The Title IX Coordinator will provide leadership, guidance, and oversight in support of the University’s Title IX obligations under a variety of federal and state laws, as well as institutional policy prohibiting discrimination, harassment, sexual misconduct and retaliation.
Reporting to the Chief Administrative and Operational Officer, the Title IX Coordinator will be responsible for the administration, oversight, and the continued development and enforcement of the University’s Title IX obligations as related to students and employees. The Title IX Coordinator will oversee the management of all Title IX investigations, and he/she will also oversee and facilitate Title IX education opportunities and training workshops. Additional responsibilities include assistance with the management and administration of all EEO and Compliance related programs and responsibilities. In performing the Title IX, EEOC and Compliance duties and responsibilities, the Title IX Coordinator will work collaboratively with all divisions and offices on campus.
Essential Job Functions:
- Ensure the University’s compliance with Title IX of the Educational Amendments Act of 1972 (Title IX), the Jeanne Clery Act of 1990 (Clery Act), the Violence Against Women Act of 1994 (VAWA), Campus SaVe Act, and all other federal and state non- discrimination requirements, and the prompt and equitable resolution of all complaints arising under Title IX, VAWA, Campus SaVe Act, and Commonwealth of Pennsylvania guidelines/regulations.
- Oversee prompt, effective, and equitable intake, investigation, processing, issuing of findings of fact, and timely resolution of all instances of discrimination, harassment, gender-based violence and retaliation made known to responsible employees and/or reported or filed by students, faculty, staff or third parties.
- Review, investigate, and monitor the resolution of reports of sex discrimination and/or harassment (including sexual violence), stalking and relationship violence; evaluating and improving campus climate with regard to sex discrimination; development, implementation and monitoring of policies and procedures, and the creation, coordination, delivery and documentation of all training and educational efforts.
- Coordinate the development, implementation, and monitoring of appropriate disclosures, policies, procedures and practices designed to comply with federal and state laws requiring the prompt and equitable resolution, including but not limited to, Title VII, EEOC, the Clery Act, VAWA, ADA, ADEA, all as amended, and other federal and state anti-discrimination laws, regulations and requirements.
- Provide guidance and assistance to reporting parties of sexual violence and sex/gender discrimination including referral to support resources, notice of right to file internal complaints, notice of the right to file a complaint with the U.S. Department of Education Office for Civil Rights, and notice of the right to report incidents to law enforcement.
- Develop, coordinate with other departments, and/or implement ongoing training, consultation, and technical assistance on Title IX, Title VII, EEOC, the Clery Act, VAWA, ADA and ADEA, all as amended, and other federal and state anti-discrimination laws, regulations and requirements for all students, faculty and staff, with specialized training content for hearing officers, if applicable, Title IX deputy coordinators, and campus security.
- Prepare, implement and coordinate campus strategic efforts aimed at the prevention, education and outreach of sexual violence and other forms of sex and/or gender-based discrimination.
- Manage, monitor, and supervise grants awarded in support of Title IX program and training. Includes program setup and reporting.
- Organize and maintain grievance files, disposition reports, and other records regarding compliance, including annual reports of the number and nature of filed complaints and the disposition of said complaints, data collection, climate assessment, pattern monitoring; work with campus security and other administrators for data compilation in compliance with the Clery Act and other federal and state laws.
- Assist in external complaint processes, i.e., Equal Employment Opportunity Commission, Office for Civil Rights, Department of Fair Employment and Housing, etc.; provide confidential data and reports; respond to questions and retrieve documents as required; prepare statements, findings, conclusions, and recommendations for use by external investigators or legal counsel.

Requirements
Education, Training, and/or Experience:
- Bachelor’s degree, master’s degree preferred.
- 2-4 years of prior work experience related to managing and leading compliance with Title IX, equal employment opportunity and non-discrimination programs, including at least three years of conducting investigations.
KNOWLEDGE, SKILLS AND ABILITIES:
- ATIXA or similar training in Title IX education/best practices strongly desired.
- Demonstrated working knowledge of current state and federal laws and regulations, institutional policies, practices and procedures, identified best practices and trends in the field of higher education, including, but not limited to, prevention and elimination of discrimination and harassment in compliance with Title IX, EEOC, Title VII, the Clery Act, VAWA, and health and safety, financial aid, and other regulations.
- Thorough understanding of and sensitivity to working with individuals and groups representing a wide range of diverse academic, cultural, disability, ethnic, geographic and socioeconomic backgrounds.
- Strong oral, written, interpersonal communication skills and knowledge of conflict resolution and mediation methods.
- Skilled in effective investigation techniques, compiling, analyzing and reporting statistical data and ability to reach sound decisions and conclusions.
- Ability to communicate effectively and with sensitivity to students and to appropriately handle confidential and sensitive issues, content, and language in managing anti¬-discrimination investigations, complaints, reports, data, etc.
- Ability to design and deliver training programs to all constituencies of the campus and demonstrate accountability with respect to attendance and assess the effectiveness of these trainings.
- Demonstrated understanding of best practices in the following: Title IX investigations, outreach and crisis response; diversity and education and training in diversity issues, women’s issues and education and training in women’s issues.
- People management skills.
- Occasional evening and weekend work may be required.
