Job Description

The Stormwater Compliance Manager is responsible for the administration, compliance, and enforcement of the Virginia Stormwater Management Act (VSMA); Virginia Stormwater Management Program (VSMP); the Virginia Erosion and Sediment Control (VESC) Law; Virginia Department of Health (VDH) regulations related to site sewage and water; and Virginia Department of Environmental Quality (DEQ) regulations related to environmental impact reports (EIRs), wetlands, site sanitary sewer systems and site water systems for all Virginia Tech owned property and projects funded by Virginia Tech. The Stormwater Management group reviews land disturbing activities, including new and renovation project design documents for compliance with VSMA, VSMP, VESC and other applicable codes, and performs site inspections as required.

Required Qualifications

  • Bachelor's Degree in Civil Engineering or related field; or education, training and relevant experience equivalent to an advanced degree.
  • Professional Engineer (PE). Must be licensed in Virginia or able to obtain Virginia licensure within 6 months of employment.
  • Experience in the following areas: Civil Engineering principles as they relate to site, hydrologic, and hydraulic designs and analyses with demonstrated knowledge in the design and implementation of erosion and sediment control (ESC) and stormwater management (SWM).
  • Experience with and knowledge of peak discharge hydrology, open and closed water system design and their principles.
  • Experience with hydrologic and hydraulic modeling using appropriate computer technology.
  • Working knowledge of surveying and engineering practices and procedures.
  • Ability to apply knowledge of laws, regulations, policies, and procedures to programs; handle multiple priorities; manage contracts; analyze problems and negotiate positive solutions; make defensible, unsupervised administrative decisions and recommendations; and provide technical and policy support.
  • Ability to communicate effectively; work independently and cooperatively with others, and to build consensus; and provide open communications.

Preferred Qualifications

  • Knowledge of and experience working with the Virginia Stormwater Management Program (VSMP) Permits.
  • Knowledge of and experience working with storm, water, or sewer models and designs as related to university or municipal systems.
  • Knowledge of and experience working with Virginia Tech Annual Standards and Specifications for ESC and SWM.
  • Demonstrated ability to prioritize and manage multiple tasks and projects.
  • Excellent organizational and delegation skills.
  • Ability to work collaboratively in a higher education environment.
