Plans and directs the overall operation of a major department (with institutional oversight) and provides leadership for staff members. Meets ORP eligibility requirements. Under executive direction, performs highly varied administrative duties involving the use of independent judgment and professional skills. Responsible for all employees assigned to area.

Major/Essential Functions
  • Directs the maintenance of records of all immigration proceedings for each foreign faculty, scholar, and staff member.
  • Provides training on international employment matters to faculty and staff.
  • Directs and manages immigrant and nonimmigrant caseload for TTUHSC by providing guidance and advice in planning and determining the appropriate immigration procedure for foreign national faculty, scholars, and staff.
  • Establishes the hiring department's intent in a foreign national's proposing employment and developing a specific strategy for each case based on the particular facts and circumstances.
  • Guides staff through the processing of all immigrant and nonimmigrant petitions.
  • Analyzes critical cases and responds to government requests for evidence and other agencies' inquiries.
  • Oversee administration of TTUHSC's J-1 Exchange Visitor and F-1 Student Visa Programs and assigned personnel.
  • Serve as Department of State, Responsible Officer (RO) for the J-1 Exchange Visitor Program.
  • Serves as either Principal Designated School Official (PDSO) or Designated School Official (DSO) for a Student and Exchange Visitor Program (SEVP) for the F-1 Student Visa Program.
  • Maintains current knowledge of applicable Federal, State and University regulations related to foreign nationals' employment and immigration status.
  • Develops and implements policies, rules and procedures pertaining to the hiring of foreign national employees.
  • Perform duties as necessary as a member of the Office of Institutional Compliance.
Occasional Duties
  • Project/Program Management plans and coordinates project/program activities from inception to successful completion while monitoring teams, goals, communication, time, risk, cost, and quality.
Required Qualifications

The U.S. Government requires that a Principal Designated School Official, Designated School Official, Responsible Officer, or Alternate Responsible Officer be either a U.S. Citizen or Permanent Resident.

Bachelor's degree required; master's preferred. Seven years of progressively responsible management experience is required. Education beyond the bachelor's level may substitute for the required experience on a year-for-year basis.

Preferred Qualifications
  • Three (3) years of experience practicing immigration law.
  • Experience in cross-cultural written and oral communication.
  • Experience reading, analyzing, and interpreting general business periodicals, professional journals, technical policies and procedures manuals.
  • Knowledge of immigration law in an educational and/or health care setting, to include physician immigration matters (J-1 Waivers).
