TItle III Innovation and Efficiency Specialist

Position Summary

In collaboration with the leadership of Title III Administration, responsible for maintaining continuous modernization and efficiency of Title III policies, procedures, processes and functions. Responsible for on-going evaluation of processes to ensure requirements are met as set forth by the Title III Code of Federal Regulations and policies and procedures of the College. Serves as a point of contact between Activity Directors and Title III, as well as other units at the College, providing support for tasks related to Title III activities and project objectives. Responsible for providing training and support to Title III team, Activity Directors and department support personnel as it relates to Title III processes. Evaluating project performance, providing the Director with enhancement proposals to ensure the program meets all scope requirements. Serves as primary contact for building and maintaining data records for the Title III program.

Essential Duties and Responsibilities

  • Ensures on-going familiarity and facilitation of Title III Administration objectives by ensuring electronic systems are up to date with current software applications used to support Title III program and activity management, demonstrating how to access and use the different software in support of innovation and efficiency efforts.
  • Responsible for developing procedures to support needs of Title III program goals and initiatives.
  • Under the direction of Title III director, maintains Title III Policies and Procedures manual to ensure compliance per the Code of Federal Regulations and up to date based on related College Policies.
  • Develops and maintains Title III SharePoint site and electronic records as required by the Title III program.
  • Communicates/coordinates with Purchasing and Procurement and Accounting to ensure mutual satisfaction or processes shared between the units.
  • Responds to requests for assistance from Activity Directors or their administrative support personnel, or as directed by the Title III Director, to ensure timely response and resolution; provides monthly reports to the Title III Director, in order to document effectiveness or identify issues to be addressed.
  • Proposes, creates and maintains Title III Smartsheet Workspace, documents and forms as needed in support of continuous program modernization.
  • Provides/coordinates any training needs to the Title III Administration team and department support personnel related to applicable Title III processes.

  • In partnership and cooperation with the Administrative Professionals Institute ("API") committee, may provide or assist in facilitating or coordinating training supported by the committee for new and existing department/program administrative support personnel, in the areas that are specific to academic departments/programs and the Title III program.
  • Attends initial fiscal year budget meetingswith Title III Director and Activity Directors
  • Main point of contact with the Activity Director for assigned Title III activities upon approval of budget(s), working with Activity Director and support personnel to ensure timely and accurate completion of activities based on activity objectives and Title III regulations and bringing forth any issues or requests from the Activity Director to the Title III Director.
  • Creates budget template for each activity, (specific to the annual budget(s) and objectives) for use by Title III administration, Activity Directors and department support personnel.
  • Works with faculty and departments to process activities related items such as honoraria, hiring of undergraduate research assistants etc. funded by Title III, for budgets/grants/activities housed in the Office of the Vice Provost for Faculty
  • Communicate/coordinate reporting needs to activity directors, as directed by the Title III Director
  • Assists Budget Specialist by providing monthly open purchase order reports as requested.
  • Assists Title III Director with annual reporting elements to complete the required Annual Progress Report.
  • Proposes, creates and maintains all forms to be used within Title III processes. Reviews annually for necessary revisions or updates.
  • Assists in the collection of data and generation of progress reports for initiatives funded Title III.

Required Qualifications

High School Diploma and a minimum of five years of related work experience are required.

This position requires strong customer service focus, excellent writing and time management skills. Professional demeanor with the ability to interface with internal and external customers with diplomacy and tact is essential.

Independent judgment is necessary to plan, prioritize and organize a diversified workload with attention to detail are required. Must be able to maintain strict confidentiality and handle sensitive personal documents. Must be able to do light mathematical calculations and maintain a budget. Must possess excellent problem-solving skills with the ability to collect, analyze, combine, and synthesize relevant information, review and apply policies and precedents, and develop recommendations for program improvements.

Must be able to establish and maintain effective working relationships with College officials, faculty, staff, students.

Excellent oral communication skills are required when providing information and responding to questions from students, parents, employees, and the general public in one-on-one or group situations. Also, must be able to read, analyze, and interpret documents such as safety rules, operating and maintenance instructions, and procedural manuals. Good proofreading skills are essential. Must be able to adapt and be responsive to the demands of the office. Must have the ability to perform a variety of tasks simultaneously.

This work requires the ability to perform intermediate level computer skills using the Microsoft Office Suite 365 (Word, Excel, and PowerPoint), which include such things as typing basic letters and memos. In addition to producing correspondence, duties may involve assignments that require creating brochures, graphs/graphics, reports and spreadsheets. Must be able to use Smartsheet, Microsoft Outlook, Banner Financial Module, and the Internet. Must be capable of learning and using additional software needed for the department.

While performing the duties of this job, the employee is regularly required to: sit, walk, use hands to handle office supplies, operate computer and other office equipment, talk, and hear. The employee is frequently required to: reach with hands and arms, and stand. The employee is occasionally required to: stoop, climb, and lift and/or move up to 15 pounds. Specific vision abilities required by this job include the ability to adjust focus.
