(Hybrid) Space Utilization Manager - Facilities Planning and Scheduling

The department of Facilities Planning and Scheduling is seeking applications for a (Hybrid) Space Utilization Manager.
About the Opportunity:
Under general supervision and guidance from the Associate Director, this position is responsible for overseeing the collection and integrity of the University's facilities data. This data can range from property boundaries, aerial imagery, topography, and underground utilities to architectural base maps, space information, and building infrastructure.
This position will be responsible for developing programs to help ensure accurate information is captured in the facilities databases and is easily available to eternal and internal departments, including Facilities Management, Planning, Design, Construction, and Scheduling, Legal, and Finance.
This position will be responsible for developing space utilization assessments and recommendations for assignment of space. They will also develop standardized space utilization reports to provide to executive leadership for review. They will contribute to a strategic space plan to address the major emerging and ongoing initiatives of the University.
This position will be the point of contact for all space usage requests and will conduct studies and analysis associated with physical planning requests. They will develop and manage a space request and justification submittal, review and approve process.

What you'll do:
- Supervise a team of staff responsible for managing and maintaining the integrity of all West Virginia University facilities information.
- Ensure building, land, and space information such infrastructure, asbestos, mechanical, electrical, plumbing, network information, space utilization, square footage, building use, and renovation history are accurate.
- Develop and enforce CAD and BIM standards to create a database of as-built drawings that best supports internal and external clients.
- Ensure data is correctly captured in various space databases including, but not limited to, Unifier and ESRI GIS.
- Establish standards and procedures for quality control of close-out documents received from construction and maintenance projects to ensure compliance with established data transfer procedures. Organize and maintain plans, specifications, shop drawings, and other archival type documents.
- Oversee staff to physically measure and site-verify building spaces and compare with campus records and determine concurrency between site conditions and campus records; update or create BIMs to reflect changes found during site verification or due to remodel/construction projects.
- Conduct a physical space audit and inventory annually. Facilitate communication with building supervisors for data integrity.
- Develop processes to ensure space moves are accurately captured and recorded in the space data.
- Communicate and share data with West Virginia University departments, local utility boards, county assessors, city planners and other City, County, and State entities.

- Responsible for ensuring online information management systems such as Unifier, Banner, Oracle, TMA, and Schedule 25 are always accurate and available for clients (internal and external).
- Produce reports which reflect a variety information. Reporting could include existing space utilization, property ownership, utility locations, and gross square feet of campus buildings.
- Develop and implement the overall strategy and initiatives for BIM, CAD, and GIS document management policies for the University. Develop and implement the overall space utilization strategy and initiatives for the University. Work in conjunction with the planning department on these initiatives as necessary.
- Oversee the production of BIM models for all campus buildings; create and develop BIM content / attributes within each building model. - Oversee projects to meet various requests from the University departments. Projects can range from mapping University parking lots to room numbering new buildings.
- Research, evaluate and benchmark best practices in document management. Research and attend professional development opportunities.
- Perform other duties and ad hoc tasks as required and directed by the Executive Director and Associate Director of Facilities Planning and Scheduling.
Qualifications
- Bachelor's Degree in Architecture, Facilities Management, Engineering, Interior Design, Planning, Business, Information Sciences, Data Science, Computer Science, or related field.
- Management or team lead experience of technical staff (drafters and/or engineers): 1 year
- Experience managing a complex set of databases and/or software programs: 5 years
- Experience with process improvements: 5 years
- Experience with data collection: 5 years
- General knowledge of BIM practices, standards, and techniques.
- General knowledge of AutoCAD, Revit or ESRI products.
- General knowledge of building construction, building materials, utilities, and architectural / engineering practices.
- Ability to communicate on technical subjects effectively with a non-technical audience.
- Ability to lead meetings and give both formal and informal presentation of information.
- Demonstrate negotiation and conflict resolution skills and the ability to solve problems in an efficient, tactful, and timely manner.
- Superior customer service attitude with commitment to the customer, team, and University.
- Excellent verbal communication skills and proven experience as effective trainer / educator of new users of software or information systems.
- High attention to detail and information accuracy.
- Ability to prioritize and multi-task in a fast-paced and demanding environment
Requirements
- Experience in CAD, Revit, BIM, or GIS preferred.
- Experience in space metrics/analysis and best practices in space management preferred.
