Position Highlights

The Department of Steward Observatory seeks to fill a full time position of a Senior Buyer. The selected candidate will be responsible for the following duties for the department:

* Procurement - sourcing, selection, acquisition including writing and processing bids.

* Contracting - generates, coordinates, reviews, negotiates and monitors.

* Documentation/Compliance - creates and maintains ad hoc reporting and analysis on above.

* Export Control Compliance - understanding of EAR and ITAR regulations, Incoterms 2020, and customs broker requirements.

* Reporting/Instruction - coordinates with, and reports to the Associate Director of Steward Observatory, and the Director of Procurement. Provides instruction in business systems to department staff.

Duties & Responsibilities

Procurement:

  • Represents the Observatory as a Procurement Officer with procurement signature authority for the University of Arizona working with principal investigators, program managers, funding agencies and vendors.
  • Manages and administers major procurements for Observatory programs and initiatives.
  • Performs professional buyer and procurement duties that are substantially varied and complex.
  • Provides procurement expertise in the sourcing, selection, and acquisition of materials/supplies/services.
  • Leads the formal and informal competitive bid and proposal processes for the Observatory.
  • Ensures compliance with all policies, procedures, and/or regulations that govern purchases made and contracts negotiated/approved.

Contracting:

  • Generates, coordinates, reviews, negotiates and monitors contracts working with principal investigators, program managers, department fiscal officers, in conjunction with UArizona Contracting and UArizona Procurement.

Documentation/Compliance:

  • Creates and maintains ad hoc reporting and analysis: contracting.
  • Status reports, logs, procurement.
  • Files (either electronic or paper) sufficient to support and provide background for current and future department programs, and able to meet audit criteria from the University, State or Federal agencies.

Reporting and Instruction:

  • Creates, coordinates with and maintains comprehensive and regular reporting to the Associate Director of Steward Observatory and the Director of UArizona Procurement on activity and issues.
  • Reaches out to departmental personnel to educate in procurement and contracting processes and requirements.
  • Additional duties may be assigned.

Minimum Qualifications

  • Bachelor's degree or equivalent advanced learning attained through professional level experience required.
  • Minimum of 3 years of relevant work experience, or equivalent combination of education and work experience.

Preferred Qualifications

  • Experience with coordinating, writing, and assessment of complex bids.
  • Experience with generating, facilitating reviewing and negotiating contracts, including federal flow downs.
  • Experience with ITAR / EAR classifications and UA export control policies and procedures.
  • Bachelor's degree in Finance, Business, Accounting or related field.
